Health Care Costs

Today, the Centers for Medicare & Medicaid Services (CMS) Actuary testified before the House Budget Committee and reiterated his views about the Affordable Care Act. His testimony reaffirmed that millions of previously uninsured Americans will gain coverage, Medicare will be stronger, and the rate of health care spending will decrease. But as we've noted on the blog in the past, we disagree with some of the Actuary's other conclusions. Here's why:

In previous analyses of the Affordable Care Act, the Actuary discounts proposals that other independent experts credit with getting at the root causes of health care cost growth. The Affordable Care Act, for example:

* Creates new, competitive state-based insurance Exchanges. Exchanges will enable individuals and small businesses to pool together and use their market strength to buy coverage at a lower cost, the same way large employers do today.
* Establishes ways for Medicare to adopt cutting-edge payment reforms, such as the new Innovation Center. These benefits will spill over to the private sector.
* Creates Accountable Care Organizations and other ways to promote value - so that patients are getting better care not just expensive care. The plan gives health care providers incentives to coordinate care to improve the quality of care as well as efficiency.

These policies will bring down health care costs, but they are undervalued by the Actuary.

The Actuary has also raised concerns that implementing these cost control measures may not be possible. Once again, we disagree. History shows that it is possible to implement measures that will save money for Medicare and the federal government. For example, both the Office of the Actuary and the Congressional Budget Office substantially underestimated the savings that were achieved by the Balanced Budget Act.

These are just some of the reasons why we are confident the Affordable Care Act will help bring down health care costs. And we're not alone. Health policy experts and economists who have studied the bill agree that the new law utilizes almost all the possible tools to reduce health care costs. Just yesterday, nearly 250 leaders, including two Nobel laureates, for former Council of Economic Advisors members, one former Congressional Budget Office chief, high ranking economists and budget experts signed a letter saying, "The Affordable Care Act contains essentially every cost-containment provision policy analysts have considered effective in reducing the rate of medical spending."

Our Administration is committed to bringing down health care costs. That's why we're moving quickly and carefully to implement the Affordable Care Act and deliver the benefits of reform to the American people.

This could of been solved in the open where everyone knew what would happen by allowing the purchase of insurance across state lines, allowing adult "children" to stay on their parents insurance up to 2 years after college or 21 years of age. Allowing layed off workers to keep ins up to 2 years at their current cost share. Cover pre-existing conditions with a 1 year rider. All workers have to enroll in employer ins instead of using mone to buy car etc and us cover them. Elgible people sign...

up for medicaid/medicare. People make dr appts instead of using the ER for their primary care. Stop all aid to illegals. Tort reform. Just to name a few.

But no, we have obamacare where even the people who passed it does not know what is in it. On top of that a lot of it will be "defined" meaning 'written' as they go along and figure it out. How the heck does some one pass such a large bill that will effect everyone in America with out reading it forward/backward/upside/downside and sideways before signing it. What a disgrace!! I would be ashamed to show my face.

It boils down to an ounce of prevention is worth a pound of cure. Preventative medicine is always more cost effective. The polio vaccine saved trillions in health care costs. You need to think long term benefits. Preventative care is cheaper in the long run.

OBAMAHEALTHCARE is the biggest joke ever played on this country!!!! that is what happens when no one paid attention to Mr Obama background..........and his voting records.... I am more saddened by the behavior of entitlements by the people of America. And I mean WELFARE AND MEDICAID recipients. Social Security and Medicare for those that paid in the system deserve it and increases depending on inflation.....

I would like to see the implementation of Disorder Specific Clinics for decreasing healthcare costs.This would up the quality care.Lower the cost of Testing by making a one time government investment of a diagnostic center/area.Kids to one clinic. Seniors to another.

No, it is not going to bring down health care costs - it is simply to add on to the cost of Insurance and that is simply switching onto every person in this country. We cannot afford Medicare let alone all the additional cost that this bill will cover. If we are having trouble with the situation how can we cover so many more with no funding. We cannot afford to cover more! Just to let you know I am not affiliated with any organized party and plan to keep it that way. Both parties lie, always.

Corporations [all on stock mkt] must make "profit" & are 'machinery' to do so by any means; Vital services should be owned by US gov't/citizens, not corporations, to ensure equal access to life-necessary services.

Mr. President, Seniors are struggling as it is, no SS increase in 2+ years, rising health costs and more. Please don't even consider striking us again. Pay raises for Government is disgusting. Any single cut should strike across the board,everyone! I'm prepared to do my share but only if all Government, everyone, Congress and Senate included donates too! Those who make more, those with higher incomes must, by common sense and fairness, pay more into our Nation. Don't hit us, again, Mr President
